{"identifier":"/us/usc/t10/s301","title":10,"num":"\u00a7\u202f301.","heading":"Definitions","text":"\u00a7\u202f301.\nDefinitions\nIn this chapter:\n(1) The terms \u201cappropriate congressional committees\u201d and \u201cappropriate committees of Congress\u201d mean\u2014\n(A) the Committee on Armed Services, the Committee on Foreign Relations, and the Committee on Appropriations of the Senate; and\n(B) the Committee on Armed Services, the Committee on Foreign Affairs, and the Committee on Appropriations of the House of Representatives.\n(2) The term \u201cdefense article\u201d has the meaning given that term in section 644 of the Foreign Assistance Act of 1961 (\n22 U.S.C. 2403\n(3) The term \u201cdefense service\u201d has the meaning given that term in section 644 of the Foreign Assistance Act of 1961 (\n22 U.S.C. 2403\n(4) The term \u201cdeveloping country\u201d has the meaning prescribed by the Secretary of Defense for purposes of this chapter in accordance with section 1241(n) of the National Defense Authorization Act for Fiscal Year 2017.\n(5) The term \u201cincremental expenses\u201d, with respect to a foreign country\u2014\n(A) means the reasonable and proper costs of rations, fuel, training ammunition, transportation, and other goods and services consumed by the country as a direct result of the country\u2019s participation in activities authorized by this chapter; and\n(B) does not include\u2014\n(i) any form of lethal assistance (excluding training ammunition); or\n(ii) pay, allowances, and other normal costs of the personnel of the country.\n(6) The term \u201cnational security forces\u201d, in the case of a foreign country, means the following:\n(A) National military and national-level security forces of the foreign country that have the functional responsibilities for which training is authorized in\nsection 333(a) of this title\n(B) With respect to operations referred to in\nsection 333(a)(2) of this title\n(7) The term \u201csecurity cooperation programs and activities of the Department of Defense\u201d means any program, activity (including an exercise), or interaction of the Department of Defense with the security establishment of a foreign country to achieve a purpose as follows:\n(A) To build and develop allied and friendly security capabilities for self-defense and multinational operations.\n(B) To provide the armed forces with access to the foreign country during peacetime or a contingency operation.\n(C) To build relationships that promote specific United States security interests.\n(8) The term \u201csmall-scale construction\u201d means construction at a cost not to exceed $2,000,000 for any project.\n(9) The term \u201ctraining\u201d has the meaning given the term \u201cmilitary education and training\u201d in section 644 of the Foreign Assistance Act of 1961 (\n22 U.S.C. 2403","url":"https://projectusc.org/usc/t10/s301.html","content":[{"t":"sec","id":"/us/usc/t10/s301","children":[{"t":"num","text":"\u00a7\u202f301."},{"t":"heading","text":"Definitions","tail":"\n"},{"t":"chapeau","text":"In this chapter:"},{"t":"para","id":"/us/usc/t10/s301/1","children":[{"t":"num","text":"(1)"},{"t":"chapeau","text":" The terms \u201cappropriate congressional committees\u201d and \u201cappropriate committees of Congress\u201d mean\u2014"},{"t":"subpara","id":"/us/usc/t10/s301/1/A","children":[{"t":"num","text":"(A)"},{"t":"content","text":" the Committee on Armed Services, the Committee on Foreign Relations, and the Committee on Appropriations of the Senate;
