{"identifier":"/us/usc/t10/s4501","title":10,"num":"\u00a7\u202f4501.","heading":"Procurement of contract services: management structure","text":"\u00a7\u202f4501.\nProcurement of contract services: management structure\n(a)\nRequirement for Management Structure.\u2014\nThe Secretary of Defense shall establish and implement a management structure for the procurement of contract services for the Department of Defense. The management structure shall provide, at a minimum, for the matters specified in subsections (b), (c), (d), and (e).\n(b)\nPolicies, Procedures, and Best Practices Guidelines.\u2014\nThe management structure implemented pursuant to subsection (a) shall provide that the Under Secretary of Defense for Acquisition and Sustainment shall develop and maintain (in consultation with the service acquisition executives) policies, procedures, and best practices guidelines addressing the procurement of contract services, including policies, procedures, and best practices guidelines for\u2014\n(1) acquisition planning;\n(2) solicitation and contract award;\n(3) requirements development and management;\n(4) contract tracking and oversight;\n(5) performance evaluation; and\n(6) risk management.\n(c)\nPersonnel and Support.\u2014\nThe management structure implemented pursuant to subsection (a) shall provide that the Under Secretary shall work with the service acquisition executives and other appropriate officials of the Department of Defense\u2014\n(1) to identify the critical skills and competencies needed to carry out the procurement of contract services on behalf of the Department of Defense;\n(2) to develop a comprehensive strategy for recruiting, training, and deploying employees to meet the requirements for such skills and competencies; and\n(3) to ensure that the military departments and Defense Agencies have staff and administrative support that are adequate to effectively perform their duties under this section and\nsection 4502 of this title\n(d)\nContract Services Acquisition Categories.\u2014\nThe management structure implemented pursuant to subsection (a) shall provide that the Under Secretary shall establish contract services acquisition categories, based on dollar thresholds, for the purpose of establishing the level of review, decision authority, and applicable procedures in such categories.\n(e)\nOversight of Implementation.\u2014\nThe management structure implemented pursuant to subsection (a) shall provide that the Under Secretary shall oversee the implementation of the requirements of this section and\nsection 4502 of this title\n(f)\nContract Services.\u2014\nIn this section, the term \u201ccontract services\u201d has the meaning given that term in\nsection 4502(d)(2) of this title","url":"https://projectusc.org/usc/t10/s4501.html","content":[{"t":"sec","id":"/us/usc/t10/s4501","children":[{"t":"num","text":"\u00a7\u202f4501."},{"t":"heading","text":"Procurement of contract services: management structure"},{"t":"subsec","id":"/us/usc/t10/s4501/a","children":[{"t":"num","text":"(a)"},{"t":"heading","text":"Requirement for Management Structure.\u2014"},{"t":"content","text":"The Secretary of Defense shall establish and implement a management structure for the procurement of contract services for the Department of Defense.
