{"identifier":"/us/usc/t15/s9013","title":15,"num":"\u00a7\u202f9013.","heading":"Community Navigator pilot program","text":"\u00a7\u202f9013.\nCommunity Navigator pilot program\n(a)\nDefinitions\nIn this section:\n(1)\nAdministration\nThe term \u201cAdministration\u201d means the Small Business Administration.\n(2)\nAdministrator\nThe term \u201cAdministrator\u201d means the Administrator of the Small Business Administration.\n(3)\nCommunity navigator services\nThe term \u201ccommunity navigator services\u201d means the outreach, education, and technical assistance provided by community navigators that target eligible businesses to increase awareness of, and participation in, programs of the Small Business Administration.\n(4)\nCommunity navigator\nThe term \u201ccommunity navigator\u201d means a community organization, community financial institution as defined in\nsection 636(a)(36)(A) of this title\n(5)\nEligible business\nThe term \u201celigible business\u201d means any small business concern, with priority for small business concerns owned and controlled by women (as defined in\nsection 632(n) of this title\nsection 632(q) of this title\nsection 637(a)(4)(A) of this title\n(6)\nPrivate nonprofit organization\nThe term \u201cprivate nonprofit organization\u201d means an entity that is described in\nsection 501(c) of title 26\n(7)\nResource partner\nThe term \u201cresource partner\u201d means\u2014\n(A) a small business development center (as defined in\nsection 632 of this title\n(B) a women\u2019s business center (as described in\nsection 656 of this title\n(C) a chapter of the Service Corps of Retired Executives (as defined in\nsection 637(b)(1)(B) of this title\n(8)\nSmall business concern\nThe term \u201csmall business concern\u201d has the meaning given under\nsection 632 of this title\n(9)\nState\nThe term \u201cState\u201d means a State of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, American Samoa, the Commonwealth of the Northern Mariana Islands, and Guam, or an agency, instrumentality, or fiscal agent thereof.\n(10)\nUnit of general local government\nThe term \u201cunit of general local government\u201d means a county, city, town, village, or other general purpose political subdivision of a State.\n(b)\nCommunity Navigator pilot program\n(1)\nIn general\nThe Administrator of the Small Business Administration shall establish a Community Navigator pilot program to make grants to, or enter into contracts or cooperative agreements with, private nonprofit organizations, resource partners, States, Tribes, and units of local government to ensure the delivery of free community navigator services to current or prospective owners of eligible businesses in order to improve access to assistance programs and resources made available because of the COVID\u201319 pandemic by Federal, State, Tribal, and local entities.\n(2)\nAppropriations\nIn addition to amounts otherwise available, there is appropriated to the Administrator for fiscal year 2021, out of any money in the Treasury not otherwise appropriated, $100,000,000, to remain available until\nSeptember 30, 2022\n(c)\nOutreach and education\n(1)\nPromotion\nThe Administrator shall develop and implement a program to promote community navigator services to current or prospective owners of eligible businesses.\n(2)\nCall center\nThe Administrator shall establish a telephone hotline to offer information about Federal programs to assist eligible businesses and offer referral services to resource partners, community navigators, potential lenders, and other persons that the Administrator determines appropriate for current or prospective owners of eligible businesses.\n(3)\nOutreach\nThe Administrator shall\u2014\n(A) conduct outreach and education, in the 10 most commonly spoken languages in the United States, to current or prospective owners of eligible businesses on community navigator services and other Federal programs to assist eligible businesses;\n(B) improve the website of the Administration to describe such community navigator services and other Federal programs;
