{"identifier":"/us/usc/t15/s9415","title":15,"num":"\u00a7\u202f9415.","heading":"National AI Research Resource Task Force","text":"\u00a7\u202f9415.\nNational AI Research Resource Task Force\n(a)\nEstablishment of Task Force\n(1)\nEstablishment\n(A)\nIn general\nThe Director of the National Science Foundation, in coordination with the Office of Science and Technology Policy, shall establish a task force\u2014\n(i) to investigate the feasibility and advisability of establishing and sustaining a National Artificial Intelligence Research Resource; and\n(ii) to propose a roadmap detailing how such resource should be established and sustained.\n(B)\nDesignation\nThe task force established by subparagraph (A) shall be known as the \u201cNational Artificial Intelligence Research Resource Task Force\u201d (in this section referred to as the \u201cTask Force\u201d).\n(2)\nMembership\n(A)\nComposition\nThe Task Force shall be composed of 12 members selected by the co-chairpersons of the Task Force from among technical experts in artificial intelligence or related subjects, of whom\u2014\n(i) 4 shall be representatives from the Interagency Committee established in\nsection 9413 of this title\n(ii) 4 shall be representatives from institutions of higher education; and\n(iii) 4 shall be representatives from private organizations.\n(B)\nAppointment\nNot later than 120 days after enactment of this Act, the co-chairpersons of the Task Force shall appoint members to the Task Force pursuant to subparagraph (A).\n(C)\nTerm of appointment\nMembers of the Task Force shall be appointed for the life of the Task Force.\n(D)\nVacancy\nAny vacancy occurring in the membership of the Task Force shall be filled in the same manner in which the original appointment was made.\n(E)\nCo-chairpersons\nThe Director of the Office of Science and Technology Policy and the Director of the National Sciences Foundation,\n1\n1 So in original. Probably should be \u201cNational Science Foundation,\u201d.\n(F)\nExpenses for non-Federal Members\n(i) Except as provided in clause (ii), non-Federal Members of the Task Force shall not receive compensation for their participation on the Task Force.\n(ii) Non-Federal Members of the Task Force shall be allowed travel expenses, including per diem in lieu of subsistence, at rates authorized for employees under subchapter I of chapter 57 of title 5, while away from their homes or regular places of business in the performance of services for the Task Force.\n(b)\nRoadmap and implementation plan\n(1)\nIn general\nThe Task Force shall develop a coordinated roadmap and implementation plan for creating and sustaining a National Artificial Intelligence Research Resource.\n(2)\nContents\nThe roadmap and plan required by paragraph (1) shall include the following:\n(A) Goals for establishment and sustainment of a National Artificial Intelligence Research Resource and metrics for success.\n(B) A plan for ownership and administration of the National Artificial Intelligence Research Resource, including\u2014\n(i) an appropriate agency or organization responsible for the implementation, deployment, and administration of the Resource; and\n(ii) a governance structure for the Resource, including oversight and decision-making authorities.\n(C) A model for governance and oversight to establish strategic direction, make programmatic decisions, and manage the allocation of resources;\n2\n2 So in original. The semicolon probably should be a period.\n(D) Capabilities required to create and maintain a shared computing infrastructure to facilitate access to computing resources for researchers across the country, including scalability, secured access control, resident data engineering and curation expertise, provision of curated data sets, compute resources, educational tools and services, and a user interface portal.\n(E) An assessment of, and recommended solutions to, barriers to the dissemination and use of high-quality government data sets as part of the National Artificial Intelligence Research Resource.\n(F) An assessment of security requirements associated with the National Artificial Intelligence Research Resource and its research and a recommendation for a framework for the management of access controls.\n(G) An assessment of privacy and civil rights and civil liberties requirements associated with the National Artificial Intelligence Research Resource and its research.\n(H) A plan for sustaining the Resource, including through Federal funding and partnerships with the private sector.\n(I) Parameters for the establishment and sustainment of the National Artificial Intelligence Research Resource, including agency roles and responsibilities and milestones to implement the Resource.\n(c)\nConsultations\nIn conducting its duties required under subsection (b), the Task Force shall consult with the following:\n(1) The National Science Foundation.\n(2) The Office of Science and Technology Policy.\n(3) The National Academies of Sciences, Engineering, and Medicine.\n(4) The National Institute of Standards and Technology.\n(5) The Director of National Intelligence.\n(6) The Department of Energy.\n(7) The Department of Defense.\n(8) The General Services Administration.\n(9) The Department of Justice.\n(10) The Department of Homeland Security.\n(11) The Department of Health and Human Services.\n(12) Private industry.\n(13) Institutions of higher education.\n(14) Civil and disabilities rights organizations.\n(15) Such other persons as the Task Force considers appropriate.\n(d)\nStaff\nStaff of the Task Force shall comprise detailees with expertise in artificial intelligence, or related fields from the Office of Science and Technology Policy, the National Science Foundation, or any other agency the co-chairs deem appropriate, with the consent of the head of the agency.\n(e)\nTask Force reports\n(1)\nInitial report\nNot later than 12 months after the date on which all of the appointments have been made under subsection (a)(2)(B), the Task Force shall submit to Congress and the President an interim report containing the findings, conclusions, and recommendations of the Task Force.
