{"identifier":"/us/usc/t16/s1421h","title":16,"num":"\u00a7\u202f1421h.","heading":"Definitions","text":"\u00a7\u202f1421h.\nDefinitions\nIn this subchapter, the following definitions apply:\n(1) The term \u201centangle\u201d or \u201centanglement\u201d means an event in the wild in which a living or dead marine mammal has gear, rope, line, net, or other material wrapped around or attached to the marine mammal and is\u2014\n(A) on lands under the jurisdiction of the United States, including beaches and shorelines; or\n(B) in waters under the jurisdiction of the United States, including any navigable waters.\n(2) Except as used in\nsection 1421f\u20131 of this title\nsection 1421d(a) of this title\n(3) The term \u201cHealth MAP\u201d means the Marine Mammal Health Monitoring and Analysis Platform established under\nsection 1421f\u20132(a)(1) of this title\n(4) The term \u201cObservation System\u201d means the National Integrated Coastal and Ocean Observation System established under\nsection 3603 of title 33\n(5) The term \u201cOffice\u201d means the Office of Protected Resources, in the National Marine Fisheries Service.\n(6) The term \u201cstranding\u201d means an event in the wild in which\u2014\n(A) a marine mammal is dead and is\u2014\n(i) on a beach or shore of the United States; or\n(ii) in waters under the jurisdiction of the United States (including any navigable waters); or\n(B) a marine mammal is alive and is\u2014\n(i) on a beach or shore of the United States and unable to return to the water;\n(ii) on a beach or shore of the United States and, although able to return to the water, is in need of apparent medical attention; or\n(iii) in the waters under the jurisdiction of the United States (including any navigable waters), but is unable to return to its natural habitat under its own power or without assistance.\n(7) The term \u201cstranding network participant\u201d means a person who is authorized by an agreement under\nsection 1382(c) of this title\nsection 1379(h)(1) of this title\n(8) The term \u201cTissue Bank\u201d means the National Marine Tissue Bank provided for under\nsection 1421f(a) of this title\n(9) The term \u201cunusual mortality event\u201d means a stranding that\u2014\n(A) is unexpected;\n(B) involves a significant die-off of any marine mammal population;
