\u201ccovered program\u201d means the following:\n(A) The agricultural conservation easement program.\n(B) The environmental quality incentives program.\n(C) The conservation stewardship program, not including the grassland conservation initiative under\nsection 3839aa\u201325 of this title\n(D) The healthy forests reserve program established under\nsection 6571 of this title\n(E) The conservation reserve program established under subpart B of part I of subchapter IV.\n(F) The programs established by the Secretary to carry out the Watershed Protection and Flood Prevention Act (\n16 U.S.C. 1001\n16 U.S.C. 1012\n(2)\nEligible activity\nThe term \u201celigible activity\u201d means a practice, activity, agreement, easement, or related conservation measure that is available under the statutory authority for a covered program.\n(3)\nEligible land\nThe term \u201celigible land\u201d means any agricultural or nonindustrial private forest land or associated land on which the Secretary determines an eligible activity would help achieve conservation benefits.\n(4)\nEligible partner\nThe term \u201celigible partner\u201d means any of the following:\n(A) An agricultural or silvicultural producer association or other group of producers.\n(B) A State or unit of local government.\n(C) An Indian tribe.\n(D) A farmer cooperative.\n(E) A water district, irrigation district, acequia, rural water district or association, or other organization with specific water delivery authority to producers on agricultural land.\n(F) A municipal water or wastewater treatment entity.\n(G) An institution of higher education.\n(H) An organization or entity with an established history of working cooperatively with producers on agricultural land, as determined by the Secretary, to address\u2014\n(i) local conservation priorities related to agricultural production, wildlife habitat development, or nonindustrial private forest land management; or\n(ii) critical watershed-scale soil erosion, water quality, sediment reduction, or other natural resource issues.\n(I) An organization described in\nsection 3865a(3)(B) of this title\n(J) A conservation district.\n(5)\nPartnership agreement\nThe term \u201cpartnership agreement\u201d means the programmatic agreement entered into between the Secretary and an eligible partner, subject to the terms and conditions under\nsection 3871b of this title\n(6)\nProgram\nThe term \u201cprogram\u201d means the regional conservation partnership program established by this subchapter.\n(7)\nProgram contract\n(A)\nIn general\nThe term \u201cprogram contract\u201d means the contract between the Secretary and a producer entered into under this subchapter.\n(B)\nExclusion\nThe term \u201cprogram contract\u201d does not include a contract under a covered
