TIAS 8249).\n(2)\nConservation\nThe term \u201cconservation\u201d means the use of all methods and procedures necessary to protect marine turtles, freshwater turtles, and tortoises, and the habitats of marine turtles, freshwater turtles, and tortoises, in foreign countries and territories of the United States under the jurisdiction of United States Fish and Wildlife Service programs, including\u2014\n(A) protection, restoration, and management of habitats;\n(B) onsite research and monitoring of populations, habitats, annual reproduction, and species population trends;\n(C) assistance in the development, implementation, and improvement of national and regional management plans for habitat ranges;\n(D) enforcement and implementation of CITES and laws of foreign countries\u2014\n(i) to protect and manage populations and habitats; and\n(ii) to prevent illegal trade of marine turtles;\n(E) training of local law enforcement officials in the interdiction and prevention of\u2014\n(i) the illegal killing of marine turtles, freshwater turtles, and tortoises; and\n(ii) illegal trade in marine turtles;\n(F) initiatives to resolve conflicts between humans and marine turtles, freshwater turtles, and tortoises over habitats used by marine turtles, freshwater turtles, and tortoises;\n(G) community outreach and education; and\n(H) strengthening of the ability of local communities to implement population and habitat conservation programs.\n(3)\nFreshwater turtle\n(A)\nIn general\nThe term \u201cfreshwater turtle\u201d means any member of the family Carettochelyidae, Chelidae, Chelydridae, Dermatemydidae, Emydidae, Geoemydidae, Kinosternidae, Pelomedusidae, Platysternidae, Podocnemididae, or Trionychidae.\n(B)\nInclusions\nThe term \u201cfreshwater turtle\u201d includes\u2014\n(i) any part, product, egg, or offspring of a turtle described in subparagraph (A); and\n(ii) a carcass of such a turtle.\n(4)\nFund\nThe term \u201cFund\u201d means the Marine Turtle Conservation Fund established by\nsection 6604 of this title\n(5)\nHabitat\nThe term \u201chabitat\u201d means any marine turtle, freshwater turtle, or tortoise habitat (including a nesting habitat) that is under the jurisdiction of United States Fish and Wildlife Service programs.\n(6)\nMarine turtle\n(A)\nIn general\nThe term \u201cmarine turtle\u201d means any member of the family Cheloniidae or Dermochelyidae.\n(B)\nInclusions\nThe term \u201cmarine turtle\u201d includes\u2014\n(i) any part, product, egg, or offspring of a turtle described in subparagraph (A); and\n(ii) a carcass of such a turtle.\n(7)\nMultinational Species Conservation Fund\nThe term \u201cMultinational Species Conservation Fund\u201d means the fund established under the heading \u201cmultinational species conservation fund\u201d in title I of the Department of the Interior and Related Agencies Appropriations Act, 1999 (\n16 U.S.C. 4246\n(8)\nSecretary\nThe term \u201cSecretary\u201d means the Secretary of the Interior.\n(9)\nTerritory of the United States\nThe term \u201cterritory of the United States\u201d means\u2014\n(A) American Samoa;\n(B) the Commonwealth of the Northern Mariana Islands;\n(C) the Commonwealth of Puerto Rico;\n(D) Guam;\n(E) the United States Virgin Islands;
