{"identifier":"/us/usc/t16/s6703","title":16,"num":"\u00a7\u202f6703.","heading":"Definitions","text":"\u00a7\u202f6703.\nDefinitions\nIn this chapter:\n(1)\nAdaptive ecosystem management\n(A)\nDefinition\nThe term \u201cadaptive ecosystem management\u201d means a natural resource management process under which planning, implementation, monitoring, research, evaluation, and incorporation of new knowledge are combined into a management approach that\u2014\n(i) is based on scientific findings and the needs of society;\n(ii) treats management actions as experiments;\n(iii) acknowledges the complexity of these systems and scientific uncertainty; and\n(iv) uses the resulting new knowledge to modify future management methods and policy.\n(B)\nClarification\nThis paragraph shall not define the term \u201cadaptive ecosystem management\u201d for the purposes of the Forest and Rangeland Renewable Resources Planning Act of 1974 (\n16 U.S.C. 1600\n(2)\nAffected entities\nThe term \u201caffected entities\u201d includes\u2014\n(A) land managers;\n(B) stakeholders;\n(C) concerned citizens; and\n(D) the States of the interior West, including political subdivisions of the States.\n(3)\nDry forest and woodland ecosystem\nThe term \u201cdry forest and woodland ecosystem\u201d means an ecosystem that is dominated by ponderosa pines and associated dry forest and woodland types.\n(4)\nInstitute\nThe term \u201cInstitute\u201d means an Institute established under\nsection 6704(a) of this title\n(5)\nInterior West\nThe term \u201cinterior West\u201d means the States of Arizona, Colorado, Idaho, Nevada, New Mexico, and Utah.\n(6)\nLand manager\n(A)\nIn general\nThe term \u201cland manager\u201d means a person or entity that practices or guides natural resource management.\n(B)\nInclusions\nThe term \u201cland manager\u201d includes a Federal, State, local, or tribal land management agency.\n(7)\nRestoration\nThe term \u201crestoration\u201d means a process undertaken to move an ecosystem or habitat toward\u2014\n(A) a sustainable structure of the ecosystem or habitat; or\n(B) a condition that supports a natural complement of species, natural function, or ecological process (such as a low-intensity fire).\n(8)\nSecretary\nThe term \u201cSecretary\u201d means the Secretary of Agriculture, acting through the Chief of the Forest Service.\n(9)\nSecretaries\nThe term \u201cSecretaries\u201d means\u2014\n(A) the Secretary of Agriculture, acting through the Chief of the Forest Service;
