fee\u201d means the recreation fee authorized to be charged to enter onto lands managed by the National Park Service or the United States Fish and Wildlife Service.\n(2)\nExpanded amenity recreation fee\nThe term \u201cexpanded amenity recreation fee\u201d means the recreation fee authorized by\nsection 6802(g) of this title\n(3)\nFederal land management agency\nThe term \u201cFederal land management agency\u201d means the National Park Service, the United States Fish and Wildlife Service, the Bureau of Land Management, the Bureau of Reclamation, or the Forest Service.\n(4)\nFederal recreational lands and waters\nThe term \u201cFederal recreational lands and waters\u201d means lands or waters managed by a Federal land management agency.\n(5)\nNational Parks and Federal Recreational Lands Pass\nThe term \u201cNational Parks and Federal Recreational Lands Pass\u201d means the interagency national pass authorized by\nsection 6804 of this title\n(6)\nPassholder\nThe term \u201cpassholder\u201d means the person who is issued a recreation pass.\n(7)\nRecreation fee\nThe term \u201crecreation fee\u201d means an entrance fee, standard amenity recreation fee, expanded amenity recreation fee, or special recreation permit fee.\n(8)\nRecreation pass\nThe term \u201crecreation pass\u201d means the National Parks and Federal Recreational Lands Pass or one of the other recreation passes available as authorized by\nsection 6804 of this title\n(9)\nRecreation service provider\nThe term \u201crecreation service provider\u201d means a person that provides recreational services to the public under a special recreation permit under clause (iii) or (iv) of paragraph (13)(A).\n(10)\nSecretaries\nThe term \u201cSecretaries\u201d means the Secretary of the Interior and the Secretary of Agriculture acting jointly.\n(11)\nSecretary\nThe term \u201cSecretary\u201d means\u2014\n(A) the Secretary of the Interior, with respect to a Federal land management agency (other than the Forest Service); and\n(B) the Secretary of Agriculture, with respect to the Forest Service.\n(12)\nSpecial account\nThe term \u201cspecial account\u201d means the special account established in the Treasury under\nsection 6806 of this title\n(13)\nSpecial recreation permit\n(A)\nIn general\nThe term \u201cspecial recreation permit\u201d means a permit issued by a Federal land management agency for the use of Federal recreational lands and waters\u2014\n(i) for a specialized recreational use not described in clause (ii), (iii), or (iv), such as\u2014\n(I) an organizational camp;\n(II) a single event that does not require an entry or participation fee that is not strictly a sharing of expenses for the purposes of the event; and\n(III) participation by the public in a recreation activity or recreation use of a specific area of Federal recreational lands and waters in which use by the public is allocated;\n(ii) for a large-group activity or event of 75 participants or more;\n(iii) for\u2014\n(I) at the discretion of the Secretary, a single organized group recreation activity or event (including an activity or event in which motorized recreational vehicles are used or in which outfitting and guiding services are used) that\u2014\n(aa) is a structured or scheduled event or activity;\n(bb) is not competitive and is for fewer than 75 participants;\n(cc) may charge an entry or participation fee;\n(dd) involves fewer than 200 visitor-use days; and\n(ee) is undertaken or provided by the recreation service provider at the same site not more frequently than 3 times a year;\n(II) a single competitive event; or\n(III) at the discretion of the Secretary, a recurring organized group recreation activity (including an outfitting and guiding activity) that\u2014\n(aa) is a structured or scheduled activity;\n(bb) is not competitive;\n(cc) may charge a participation fee;\n(dd) occurs in a group size of fewer than 7 participants;\n(ee) involves fewer than 40 visitor-use days; and\n(ff) is undertaken or provided by the recreation service provider for a term of not more than 180 days; or\n(iv) for\u2014\n(I) a recurring outfitting, guiding, or, at the discretion of the Secretary, other recreation service, the authorization for which is for a term of not more than 10 years; or\n(II) a recurring outfitting, guiding, or, at the discretion of the Secretary, other recreation service, that occurs under a temporary special recreation permit authorized under\nsection 8545 of this title\n(B)\nExclusions\nThe term \u201cspecial recreation permit\u201d does not include\u2014\n(i) a concession contract for the provision of accommodations, facilities, or services;\n(ii) a commercial use authorization issued under\nsection 101925 of title 54\n(iii) any other type of permit, including a special use permit administered by the National Park Service.\n(14)\nSpecial recreation permit fee\nThe term \u201cspecial recreation permit fee\u201d means the fee authorized by\nsection 6802(h)(2) of this title\n(15)\nStandard amenity recreation fee\nThe term \u201cstandard amenity recreation fee\u201d means the recreation fee authorized by\nsection 6802(f) of this title\n(16)\nState\nThe term \u201cState\u201d means each of the several States, the District of Columbia, and each territory of the United
