{"identifier":"/us/usc/t16/s7601","title":16,"num":"\u00a7\u202f7601.","heading":"Definitions","text":"\u00a7\u202f7601.\nDefinitions\nIn this chapter:\n(1)\nAppropriate congressional committees\nThe term \u201cappropriate congressional committees\u201d means\u2014\n(A) the Committee on Foreign Relations and the Committee on Appropriations of the Senate; and\n(B) the Committee on Foreign Affairs and the Committee on Appropriations of the House of Representatives.\n(2)\nCo-Chairs of the Task Force\nThe term \u201cCo-Chairs of the Task Force\u201d means the Secretary of State, the Secretary of the Interior, and the Attorney General, as established pursuant to Executive Order 13648.\n(3)\nCommunity conservation\nThe term \u201ccommunity conservation\u201d means an approach to conservation involving local communities that recognizes the rights of local people to manage, or benefit directly and indirectly from wildlife and other natural resources in a long-term biologically viable manner and includes\u2014\n(A) devolving management and governance to local communities to create positive conditions for resource use that takes into account current and future ecological requirements; and\n(B) building the capacity of communities for conservation and natural resource management.\n(4)\nCountry of concern\nThe term \u201ccountry of concern\u201d means a foreign country specially designated by the Secretary of State pursuant to\n(A) the government has actively engaged in, or knowingly profited from, the trafficking of protected species; or\n(B) the government facilitates such trafficking through conduct that may include a persistent failure to make serious and sustained efforts to prevent and prosecute such trafficking.\n(5)\nFocus country\nThe term \u201cfocus country\u201d refers to a foreign country determined by the Secretary of State to be a major source of wildlife trafficking products or their derivatives, a major transit point of wildlife trafficking products or their derivatives, or a major consumer of wildlife trafficking products.\n(6)\nDefense article; defense service; significant military equipment; training\nThe terms \u201cdefense article\u201d, \u201cdefense service\u201d, \u201csignificant military equipment\u201d, and \u201ctraining\u201d have the meanings given such terms in\nsection 2794 of title 22\n(7)\nImplementation Plan\nThe term \u201cImplementation Plan\u201d means the Implementation Plan for the National Strategy for Combating Wildlife Trafficking released on\nFebruary 11, 2015\n(8)\nNational Strategy\nThe term \u201cNational Strategy\u201d means the National Strategy for Combating Wildlife Trafficking published on\nFebruary 11, 2014\n(9)\nNational wildlife services\nThe term \u201cnational wildlife services\u201d refers to the ministries and government bodies designated to manage matters pertaining to wildlife management, including poaching or trafficking, in a focus country.\n(10)\nSecurity force\nThe term \u201csecurity force\u201d means a military, law enforcement, gendarmerie, park ranger, or any other security force with a responsibility for protecting wildlife and natural habitats.\n(11)\nTask Force\nThe term \u201cTask Force\u201d means the Presidential Task Force on Wildlife Trafficking, as established by Executive Order 13648 (78 Fed.
