and\n(2) to assist State educational agencies and local educational agencies in improving their education systems for children with disabilities.\n(b)\nDefinition of eligible entity\n(1)\nIn general\nIn this part, the term \u201celigible entity\u201d means\u2014\n(A) a State educational agency;\n(B) a local educational agency;\n(C) a public charter school that is a local educational agency under State law;\n(D) an institution of higher education;\n(E) a public agency not described in subparagraphs (A) through (D);\n(F) a private nonprofit organization;\n(G) an outlying area;\n(H) an Indian tribe or a tribal organization (as defined under\nsection 5304 of title 25\n(I) a for-profit organization, if the Secretary finds it appropriate in light of the purposes of a particular competition for a grant, contract, or cooperative agreement under this part.\n(2)\nSpecial rule\nThe Secretary may limit which eligible entities described in paragraph (1) are eligible for a grant, contract, or cooperative agreement under this part to 1 or more of the categories of eligible entities described in paragraph (1).","url":"https://projectusc.org/usc/t20/s1461.html","content":[{"t":"sec","id":"/us/usc/t20/s1461","children":[{"t":"num","text":"\u00a7\u202f1461."},{"t":"heading","text":"Purpose;
