career and technical education school\u201d has the same meaning given that term under\nsection 2302(3) of this title\n(2) The term \u201cDirector\u201d means the Director of the National Science Foundation.\n(3) The term \u201celementary school\u201d has the same meaning given that term under\nsection 7801 of this title\n(4) The term \u201cGovernor\u201d means the chief executive of a State.\n(5) The term \u201cFoundation\u201d means the National Science Foundation.\n(6) The term \u201cinstitution of higher education\u201d has the same meaning given that term by\nsection 1001 of this title\n(7) The term \u201clocal educational agency\u201d has the same meaning given that term under\nsection 7801 of this title\n(8) The term \u201csecondary school\u201d has the same meaning given that term under\nsection 7801 of this title\n(9) The term \u201cSecretary\u201d means the Secretary of Education.\n(10) The term \u201cState\u201d means each of the several States, the District of Columbia, the Commonwealth of Puerto Rico, Guam, American Samoa, the Virgin Islands, the Trust Territory of the Pacific Islands, and the Northern Mariana Islands.\n(11) The term \u201cState agency for higher education\u201d means the State board of higher education or other agency or officer primarily responsible for the State supervision of higher education, or, if there is no such officer or
