{"identifier":"/us/usc/t21/s2341","title":21,"num":"\u00a7\u202f2341.","heading":"Definitions","text":"\u00a7\u202f2341.\nDefinitions\nIn this chapter:\n(1)\nAppropriate congressional committees\nThe term \u201cappropriate congressional committees\u201d means\u2014\n(A) the Committee on Banking, Housing, and Urban Affairs of the Senate;\n(B) the Committee on Foreign Relations of the Senate;\n(C) the Committee on Financial Services of the House of Representatives; and\n(D) the Committee on Foreign Affairs of the House of Representatives.\n(2)\nForeign person\nThe term \u201cforeign person\u201d\u2014\n(A) means\u2014\n(i) any citizen or national of a foreign country; or\n(ii) any entity not organized under the laws of the United States or a jurisdiction within the United States; and\n(B) does not include the government of a foreign country.\n(3)\nKnowingly\nThe term \u201cknowingly\u201d, with respect to conduct, a circumstance, or a result, means that a person has actual knowledge, or should have known, of the conduct, the circumstance, or the result.\n(4)\nTrafficking\nThe term \u201ctrafficking\u201d, with respect to fentanyl, fentanyl precursors, or other related opioids, has the meaning given the term \u201copioid trafficking\u201d in\nsection 2302(8) of this title\n(5)\nTransnational criminal organization\nThe term \u201ctransnational criminal organization\u201d includes\u2014\n(A) any organization designated as a significant transnational criminal organization under part 590 of title 31, Code of Federal Regulations;\n(B) any of the organizations known as\u2014\n(i) the Sinaloa Cartel;\n(ii) the Jalisco New Generation Cartel;\n(iii) the Gulf Cartel;\n(iv) the Los Zetas Cartel;\n(v) the Juarez Cartel;\n(vi) the Tijuana Cartel;\n(vii) the Beltran-Leyva Cartel; or\n(viii) La Familia Michoacana; or\n(C) any successor organization to an organization described in subparagraph (B) or as otherwise determined by the President.\n(6)\nUnited States person\nThe term \u201cUnited States person\u201d means\u2014\n(A) a United States citizen or an alien lawfully admitted for permanent residence to the United States;\n(B) an entity organized under the laws of the United States or of any jurisdiction within the United States, including a foreign branch of such an entity;
