{"identifier":"/us/usc/t22/s6433a","title":22,"num":"\u00a7\u202f6433a.","heading":"Strategic plan","text":"\u00a7\u202f6433a.\nStrategic plan\n(a)\nDefinitions\nIn this section:\n(1)\nAppropriate congressional committees\nThe term \u201cappropriate congressional committees\u201d means\u2014\n(A) the Committee on Foreign Relations of the Senate;\n(B) the Committee on Foreign Affairs of the House of Representatives;\n(C) the Committee on Appropriations of the Senate; and\n(D) the Committee on Appropriations of the House of Representatives.\n(2)\nCommission\nThe term \u201cCommission\u201d means the United States Commission on International Religious Freedom established under\nsection 6431 of this title\n(3)\nCommissioner\nThe term \u201cCommissioner\u201d means a member of the Commission.\n(4)\nVice Chair\nThe term \u201cVice Chair\u201d means the Vice Chair of the Commission who was appointed to such position by an elected official from the political party that is different from the political party of the elected official who appointed the Chair of the Commission.\n(b)\nStrategic policy and organizational review planning process\nNot later than 60 days after\n(1) a review of the duties set forth in\nsection 6432 of this title\nsection 6432a of this title\n(2) the preparation of a written description of prioritized actions that the Commission is required to complete to fulfill the strategic plan required under subsection (d);\n(3) a review of the scope, content, and timing of the Commission\u2019s annual report and any required changes; and\n(4) a review of the personnel policies set forth in\nsection 6432b of this title\n(c)\nUnanimous agreement\n(1)\nIn general\nTo the greatest extent possible, the Chair, Vice Chair, and all of the Commissioners shall ensure that this section is implemented in a manner that results in unanimous agreement among the Commissioners with regard to\u2014\n(A) the strategic policy and organizational review planning process required under subsection (b); and\n(B) the strategic plan required under subsection (d).\n(2)\nAlternative approval process\nIf unanimous agreement under paragraph (1) is not possible, items for inclusion in the strategic plan may, at the joint discretion of the Chair and Vice Chair, be approved by an affirmative vote of\u2014\n(A) a majority of Commissioners appointed by an elected official from the political party of the President; and\n(B) a majority of Commissioners appointed by an elected official from the political party that is not the party of the President.\n(d)\nSubmission of strategic plan\nNot later than 180 days after\n(1) a description of prioritized actions for the Commission for a period of time to be specified by the Commissioners;\n(2) a description of any changes the Commission considers necessary with regard to the scope, content, and timing of the Commission\u2019s annual report;\n(3) a description of any changes the Commission considers necessary with regard to personnel matters; and\n(4) the Commission\u2019s funding requirements for the period covered by the strategic plan.\n(e)\nPending issues\nThe strategic plan required under subsection (d) may identify any issues or proposals that have not yet been resolved by the Commission.\n(f)\nImplementation of personnel provisions and annual report\nNotwithstanding section\n1\n1 So in original.
