acquired immune deficiency syndrome.\n(2)\nAppropriate congressional committees\nThe term \u201cappropriate congressional committees\u201d means the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives, the Committee on Appropriations of the Senate, and the Committee on Appropriations of the House of Representatives.\n(3)\nGlobal AIDS Coordinator\nThe term \u201cGlobal AIDS Coordinator\u201d means the Coordinator of United States Government Activities to Combat HIV/AIDS Globally.\n(4)\nGlobal Fund\nThe term \u201cGlobal Fund\u201d means the public-private partnership known as the Global Fund to Fight AIDS, Tuberculosis and Malaria established pursuant to Article 80 of the Swiss Civil Code.\n(5)\nHIV\nThe term \u201cHIV\u201d means the human immunodeficiency virus, the pathogen that causes AIDS.\n(6)\nHIV/AIDS\nThe term \u201cHIV/AIDS\u201d means, with respect to an individual, an individual who is infected with HIV or living with AIDS.\n(7)\nImpact evaluation research\nThe term \u201cimpact evaluation research\u201d means the application of research methods and statistical analysis to measure the extent to which change in a population-based outcome can be attributed to program intervention instead of other environmental factors.\n(8)\nOperations research\nThe term \u201coperations research\u201d means the application of social science research methods, statistical analysis, and other appropriate scientific methods to judge, compare, and improve policies and program outcomes, from the earliest stages of defining and designing programs through their development and implementation, with the objective of the rapid dissemination of conclusions and concrete impact on programming.\n(9)\nParaprofessional\nThe term \u201cparaprofessional\u201d means an individual who is trained and employed as a health agent for the provision of basic assistance in the identification, prevention, or treatment of illness or disability.\n(10)\nPartner government\nThe term \u201cpartner government\u201d means a government with which the United States is working to provide assistance to combat HIV/AIDS, tuberculosis, or malaria on behalf of people living within the jurisdiction of such government.\n(11)\nProgram monitoring\nThe term \u201cprogram monitoring\u201d means the collection, analysis, and use of routine program data to determine\u2014\n(A) how well a program is carried out; and\n(B) how much the program costs.\n(12)\nRelevant executive branch agencies\nThe term \u201crelevant executive branch agencies\u201d means the Department of State, the United States Agency for International Development, and any other department or agency of the United States that participates in international HIV/AIDS activities pursuant to the authorities of such department or agency or the Foreign Assistance Act of 1961 [\n22 U.S.C.
