{"identifier":"/us/usc/t22/s8401","title":22,"num":"\u00a7\u202f8401.","heading":"Definitions","text":"\u00a7\u202f8401.\nDefinitions\nIn this chapter:\n(1)\nAppropriate congressional committees\nExcept as otherwise provided in this chapter, the term \u201cappropriate congressional committees\u201d means the Committees on Appropriations and Foreign Relations of the Senate and the Committees on Appropriations and Foreign Affairs of the House of Representatives.\n(2)\nCounterinsurgency\nThe term \u201ccounterinsurgency\u201d means efforts to defeat organized movements that seek to overthrow the duly constituted Governments of Pakistan and Afghanistan through violent means.\n(3)\nCounterterrorism\nThe term \u201ccounterterrorism\u201d means efforts to combat al Qaeda and other foreign terrorist organizations that are designated by the Secretary of State in accordance with\nsection 1189 of title 8\n(4)\nFATA\nThe term \u201cFATA\u201d means the Federally Administered Tribal Areas of Pakistan.\n(5)\nFrontier Crimes Regulation\nThe term \u201cFrontier Crimes Regulation\u201d means the Frontier Crimes Regulation, codified under British law in 1901, and applicable to the FATA.\n(6)\nImpact evaluation research\nThe term \u201cimpact evaluation research\u201d means the application of research methods and statistical analysis to measure the extent to which change in a population-based outcome can be attributed to program intervention instead of other environmental factors.\n(7)\nMajor defense equipment\nThe term \u201cmajor defense equipment\u201d has the meaning given the term in\nsection 2794(6) of this title\n(8)\nNWFP\nThe term \u201cNWFP\u201d means the North West Frontier Province of Pakistan, which has Peshawar as its provincial capital.\n(9)\nOperations research\nThe term \u201coperations research\u201d means the application of social science research methods, statistical analysis, and other appropriate scientific methods to judge, compare, and improve policies and program outcomes, from the earliest stages of defining and designing programs through their development and implementation, with the objective of the rapid dissemination of conclusions and concrete impact on programming.\n(10)\nSecurity forces of Pakistan\nThe term \u201csecurity forces of Pakistan\u201d means the military and intelligence services of the Government of Pakistan, including the Armed Forces, Inter-Services Intelligence Directorate, Intelligence Bureau, police forces, levies, Frontier Corps, and Frontier Constabulary.\n(11)\nSecurity-related assistance\nThe term \u201csecurity-related assistance\u201d\u2014\n(A) means\u2014\n(i) grant assistance to carry out\nsection 2763 of this title\n(ii) assistance under chapter 2 of part II of the Foreign Assistance Act of 1961 (\n22 U.S.C. 2311\n1\n1 So in original.
