of this subchapter\u2014\n(1)\nAppropriate Secretary\nThe term \u201cappropriate Secretary\u201d means\u2014\n(A) the Secretary of Housing and Urban Development in the case of any nominated area which is located in an urban area, and\n(B) the Secretary of Agriculture in the case of any nominated area which is located in a rural area.\n(2)\nRural area\nThe term \u201crural area\u201d means any area which is\u2014\n(A) outside of a metropolitan statistical area (within the meaning of section 143(k)(2)(B)), or\n(B) determined by the Secretary of Agriculture, after consultation with the Secretary of Commerce, to be a rural area.\n(3)\nUrban area\nThe term \u201curban area\u201d means an area which is not a rural area.\n(4)\nSpecial rules for Indian reservations\n(A)\nIn general\nNo empowerment zone or enterprise community may include any area within an Indian reservation.\n(B)\nIndian reservation defined\nThe term \u201cIndian reservation\u201d has the meaning given such term by section 168(j)(6).\n(5)\nLocal government\nThe term \u201clocal government\u201d means\u2014\n(A) any county, city, town, township, parish, village, or other general purpose political subdivision of a State, and\n(B) any combination of political subdivisions described in subparagraph (A) recognized by the appropriate Secretary.\n(6)\nNominated area\nThe term \u201cnominated area\u201d means an area which is nominated by 1 or more local governments and the State or States in which it is located for designation under section 1391.\n(7)\nGovernments\nIf more than 1 State or local government seeks to nominate an area under this part, any reference to, or requirement of, this subchapter shall apply to all such governments.\n(8)\nSpecial rule\nAn area shall be treated as nominated by a State and a local government if it is nominated by an economic development corporation chartered by the State.\n(9)\nUse of census data\nPopulation and poverty rate shall be determined by the most recent decennial census data available.\n(b)\nEmpowerment zone; enterprise community\nFor purposes of this title, the terms \u201cempowerment zone\u201d and \u201centerprise community\u201d mean areas designated as such under section
