{"identifier":"/us/usc/t28/s1603","title":28,"num":"\u00a7\u202f1603.","heading":"Definitions","text":"\u00a7\u202f1603.\nDefinitions\nFor purposes of this chapter\u2014\n(a) A \u201cforeign state\u201d, except as used in\nsection 1608 of this title\n(b) An \u201cagency or instrumentality of a foreign state\u201d means any entity\u2014\n(1) which is a separate legal person, corporate or otherwise, and\n(2) which is an organ of a foreign state or political subdivision thereof, or a majority of whose shares or other ownership interest is owned by a foreign state or political subdivision thereof, and\n(3) which is neither a citizen of a State of the United States as defined in section 1332 (c) and (e) of this title, nor created under the laws of any third country.\n(c) The \u201cUnited States\u201d includes all territory and waters, continental or insular, subject to the jurisdiction of the United States.\n(d) A \u201ccommercial activity\u201d means either a regular course of commercial conduct or a particular commercial transaction or act.
