impacts of the algae outbreak.\n(4)\nHypoxia\nThe term \u201chypoxia\u201d means a condition where low dissolved oxygen in aquatic systems causes stress or death to resident organisms.\n(5)\nProgram\nThe term \u201cProgram\u201d means the national harmful algal bloom and hypoxia program established under\nsection 4002 of this title\n(6)\nState\nThe term \u201cState\u201d means each of the several States of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, any other territory or possession of the United States, and any Indian tribe.\n(7)\nTask Force\nThe term \u201cTask Force\u201d means the Inter-Agency Task Force on Harmful Algal Blooms and Hypoxia under\nsection 4001(a) of this title\n(8)\nUnder Secretary\nThe term \u201cUnder Secretary\u201d means the Under Secretary of Commerce for Oceans and Atmosphere.\n(9)\nUnited States coastal
