and\n(C) aim for the elimination of waste through the superior design of materials, products, and systems (including business models).\n(2)\nEPA Administrator\nThe term \u201cEPA Administrator\u201d means the Administrator of the Environmental Protection Agency.\n(3)\nIndian Tribe\nThe term \u201cIndian Tribe\u201d has the meaning given the term \u201cIndian tribe\u201d in\nsection 5304 of title 25\n(4)\nInteragency Marine Debris Coordinating Committee\nThe term \u201cInteragency Marine Debris Coordinating Committee\u201d means the Interagency Marine Debris Coordinating Committee established under\nsection 1954 of this title\n(5)\nMarine debris\nThe term \u201cmarine debris\u201d has the meaning given that term in section 1981\n1\n1 See References in Text note below.\n(6)\nMarine debris event\nThe term \u201cmarine debris event\u201d means an event or related events that affects or may imminently affect the United States involving\u2014\n(A) marine debris caused by a natural event, including a tsunami, flood, landslide, hurricane, or other natural source;\n(B) distinct, nonrecurring marine debris, including derelict vessel groundings and container spills, that have immediate or long-term impacts on habitats with high ecological, economic, or human-use values; or\n(C) marine debris caused by an intentional or grossly negligent act or acts that causes substantial economic or environmental harm.\n(7)\nNonprofit organization\nThe term \u201cnonprofit organization\u201d means an organization that is described in\nsection 501(c) of title 26\n(8)\nPost-consumer materials management\nThe term \u201cpost-consumer materials management\u201d means the systems, operation, supervision, and long-term management of processes and equipment used for post-use material (including packaging, goods, products, and other materials), including\u2014\n(A) collection;\n(B) transport;\n(C) safe disposal of waste that cannot be recovered, reused, recycled, repaired, or refurbished; and\n(D) systems and processes related to post-use materials that can be recovered, reused, recycled, repaired, or refurbished.\n(9)\nState\nThe term \u201cState\u201d means\u2014\n(A) a State;\n(B) an Indian Tribe;\n(C) the District of Columbia;\n(D) a territory or possession of the United States;
