{"identifier":"/us/usc/t42/s247b\u20139a","title":42,"num":"\u00a7\u202f247b\u20139a.","heading":"Better diabetes care","text":"\u00a7\u202f247b\u20139a.\nBetter diabetes care\n(a)\nShort title\nThis section may be cited as the \u201cCatalyst to Better Diabetes Care Act of 2009\u201d.\n(b)\nNational diabetes report card\n(1)\nIn general\nThe Secretary, in collaboration with the Director of the Centers for Disease Control and Prevention (referred to in this section as the \u201cDirector\u201d), shall prepare on a biennial basis a national diabetes report card (referred to in this section as a \u201cReport Card\u201d) and, to the extent possible, for each State.\n1\n1 So in original.\n(2)\nContents\n(A)\nIn general\nEach Report Card shall include aggregate health outcomes related to individuals diagnosed with diabetes and prediabetes including\u2014\n(i) preventative care practices and quality of care;\n(ii) risk factors; and\n(iii) outcomes.\n(B)\nUpdated reports\nEach Report Card that is prepared after the initial Report Card shall include trend analysis for the Nation and, to the extent possible, for each State, for the purpose of\u2014\n(i) tracking progress in meeting established national goals and objectives for improving diabetes care, costs, and prevalence (including Healthy People 2010); and\n(ii) informing policy and program development.\n(3)\nAvailability\nThe Secretary, in collaboration with the Director, shall make each Report Card publicly available, including by posting the Report Card on the Internet.\n(c)\nImprovement of vital statistics collection\n(1)\nIn general\nThe Secretary, acting through the Director of the Centers for Disease Control and Prevention and in collaboration with appropriate agencies and States, shall\u2014\n(A) promote the education and training of physicians on the importance of birth and death certificate data and how to properly complete these documents, including the collection of such data for diabetes and other chronic diseases;\n(B) encourage State adoption of the latest standard revisions of birth and death certificates;
