{"identifier":"/us/usc/t42/s280b\u20131b","title":42,"num":"\u00a7\u202f280b\u20131b.","heading":"Use of allotments for rape prevention education","text":"\u00a7\u202f280b\u20131b.\nUse of allotments for rape prevention education\n(a)\nPermitted use\nThe Secretary, acting through the National Center for Injury Prevention and Control at the Centers for Disease Control and Prevention, shall award targeted grants to States to be used for rape prevention and education programs conducted by rape crisis centers, State, territorial or tribal sexual assault coalitions, and other public and private nonprofit entities for\u2014\n(1) educational seminars;\n(2) the operation of hotlines or utilization of other communication technologies for purposes related to such a hotline;\n(3) training programs for professionals, including school-based professionals, to identify and refer students who may have experienced or are at risk of experiencing sexual violence;\n(4) the preparation of informational material;\n(5) education and training programs for students and campus personnel designed to reduce the incidence of sexual assault at colleges and universities;\n(6) education to increase awareness about drugs and alcohol used to facilitate rapes or sexual assaults; and\n(7) other efforts to increase awareness of the facts about, or to help prevent, sexual violence, sexual assault, and sexual harassment, including efforts to increase awareness in underserved communities and awareness among individuals with disabilities (as defined in\nsection 12102 of this title\n(b)\nCollection and dissemination of information on sexual assault\nThe Secretary shall, through the National Resource Center on Sexual Assault established under the National Center for Injury Prevention and Control at the Centers for Disease Control and Prevention, provide resource information, policy, training, and technical assistance to Federal, State, local, and Indian Tribal agencies, as well as to State sexual assault coalitions and local sexual assault programs and to other professionals and interested parties on issues relating to sexual assault, including maintenance of a central resource library in order to collect, prepare, analyze, and disseminate information and statistics and analyses thereof relating to the incidence and prevention of sexual assault.\n(c)\nMeaningful involvement of State sexual assault coalitions, culturally specific organizations, and underserved communities\nIn awarding funds to States under this section, the Secretary shall set forth procedures designed to ensure meaningful involvement of sexual assault coalitions, culturally specific organizations, and representatives from underserved communities of the State or territory in the application for, and implementation of, funding.\n(d)\nAuthorization of appropriations\n(1)\nIn general\nThere is authorized to be appropriated to carry out this section $100,000,000 for each of fiscal years 2023 through 2027.\n(2)\nNational sexual violence resource center allotment\nOf the total amount made available under this subsection in each fiscal year, not less than $1,500,000 shall be available for allotment under subsection (b).\n(3)\nBaseline funding for States, the District of Columbia, and Puerto Rico\nA minimum allocation of $150,000 shall be awarded in each fiscal year for each of the States, the District of Columbia, and Puerto Rico. A minimum allocation of $35,000 shall be awarded in each fiscal year for each Territory. Any unused or remaining funds shall be allotted to each State, the District of Columbia, and Puerto Rico on the basis of population. Not less than 80 percent of the total amount made available under this subsection in each fiscal year shall be awarded in accordance with this paragraph.\n(4)\nState, territorial, and Tribal sexual assault coalition allotment\n(A)\nIn general\nOf the total amount appropriated under this subsection for a fiscal year, not less than 15 percent shall be allocated to State, territorial, and Tribal sexual assault coalitions for the purposes of coordinating and providing prevention activities, providing assistance to prevention programs, and collaborating and coordinating with applicable Federal, State, Tribal, and local entities engaged in sexual violence prevention, in accordance with this paragraph.\n(B)\nAllocations\nOf the total amount appropriated under this subsection and allocated to making awards to sexual assault coalitions, as described in subparagraph (A), for a fiscal year\u2014\n(i) not less than 10 percent shall be made available to Tribal sexual assault coalitions;
