{"identifier":"/us/usc/t42/s300hh\u201310d","title":42,"num":"\u00a7\u202f300hh\u201310d.","heading":"National Advisory Committee on Individuals With Disabilities and Disasters","text":"\u00a7\u202f300hh\u201310d.\nNational Advisory Committee on Individuals With Disabilities and Disasters\n(a)\nEstablishment\nThe Secretary, in consultation with the Secretary of Homeland Security, shall establish a national advisory committee to be known as the National Advisory Committee on Individuals with Disabilities and Disasters (referred to in this section as the \u201cAdvisory Committee\u201d).\n(b)\nDuties\nThe Advisory Committee shall\u2014\n(1) provide advice and consultation with respect to activities carried out pursuant to\nsection 300hh\u201316 of this title\n(2) evaluate and provide input with respect to the medical, public health, and accessibility needs of individuals with disabilities related to preparation for, response to, and recovery from all-hazards emergencies; and\n(3) provide advice and consultation with respect to State emergency preparedness and response activities, including related drills and exercises pursuant to the preparedness goals under\nsection 300hh\u20131(b) of this title\n(c)\nMembership\n(1)\nIn general\nThe Secretary, in consultation with such other heads of agencies and departments as appropriate, shall appoint not more than 17 members to the Advisory Committee. In appointing such members, the Secretary shall ensure that the total membership of the Advisory Committee is an odd number.\n(2)\nRequired members\nThe Advisory Committee shall include Federal members or their designees (who may be nonvoting members, as determined by the Secretary) and non-Federal members, as follows:\n(A) The Assistant Secretary for Preparedness and Response.\n(B) The Administrator of the Administration for Community Living.\n(C) The Director of the Biomedical Advanced Research and Development Authority.\n(D) The Director of the Centers for Disease Control and Prevention.\n(E) The Commissioner of Food and Drugs.\n(F) The Director of the National Institutes of Health.\n(G) The Administrator of the Federal Emergency Management Agency.\n(H) The Chair of the National Council on Disability.\n(I) The Chair of the United States Access Board.\n(J) The Under Secretary for Health of the Department of Veterans Affairs.\n(K) At least 2 non-Federal health care professionals with expertise in disability accessibility before, during, and after disasters, medical and mass care disaster planning, preparedness, response, or recovery.\n(L) At least 2 representatives from State, local, Tribal, or territorial agencies with expertise in disaster planning, preparedness, response, or recovery for individuals with disabilities.\n(M) At least 2 individuals with a disability with expertise in disaster planning, preparedness, response, or recovery for individuals with disabilities.\n(d)\nMeetings\nThe Advisory Committee shall meet not less frequently than biannually.
