{"identifier":"/us/usc/t42/s3122","title":42,"num":"\u00a7\u202f3122.","heading":"Definitions","text":"\u00a7\u202f3122.\nDefinitions\nIn this chapter:\n(1)\nBlue economy\nThe term \u201cblue economy\u201d means the sustainable use of marine, lake, or other aquatic resources in support of economic development objectives.\n(2)\nCapacity building\nThe term \u201ccapacity building\u201d includes all activities associated with early stage community-based project formation and conceptualization, prior to project predevelopment activity, including grants to local community organizations for planning participation, community outreach and engagement activities, research, and mentorship support to move projects from formation and conceptualization to project predevelopment.\n(3)\nComprehensive economic development strategy\nThe term \u201ccomprehensive economic development strategy\u201d means a comprehensive economic development strategy approved by the Secretary under\nsection 3162 of this title\n(4)\nDepartment\nThe term \u201cDepartment\u201d means the Department of Commerce.\n(5)\nEconomic development district\n(A)\nIn general\nThe term \u201ceconomic development district\u201d means any area in the United States that\u2014\n(i) is composed of areas described in\nsection 3161(a) of this title\n(ii) has been designated by the Secretary as an economic development district under\nsection 3171 of this title\n(B)\nInclusion\nThe term \u201ceconomic development district\u201d includes any economic development district designated by the Secretary under\nsection 3173 of this title\n(6)\nEligible recipient\n(A)\nIn general\nThe term \u201celigible recipient\u201d means\u2014\n(i) an economic development district;\n(ii) an Indian tribe;\n(iii) a State;\n(iv) a city or other political subdivision of a State, including a special purpose unit of a State or local government engaged in economic or infrastructure development activities, or a consortium of political subdivisions;\n(v) an institution of higher education or a consortium of institutions of higher education;\n(vi) a public or private nonprofit organization or association acting in cooperation with officials of a political subdivision of a State;\n(vii) an economic development organization; or\n(viii) a public-private partnership for public infrastructure.\n(B)\nTraining, research, and technical assistance grants\nIn the case of grants under\nsection 3147 of this title\n(7)\nFederal agency\nThe term \u201cFederal agency\u201d means a department, agency, or instrumentality of the United States.\n(8)\nGrant\nThe term \u201cgrant\u201d includes a cooperative agreement (within the meaning of chapter 63 of title 31).\n(9)\nIndian tribe\nThe term \u201cIndian tribe\u201d means any Indian tribe, band, nation, pueblo, or other organized group or community, including any Alaska Native village or Regional Corporation (as defined in or established under the Alaska Native Claims Settlement Act (\n43 U.S.C. 1601\n(10)\nOutdoor recreation\nThe term \u201coutdoor recreation\u201d means all recreational activities, and the economic drivers of those activities, that occur in nature-based environments outdoors.\n(11)\nProject predevelopment\nThe term \u201cproject predevelopment\u201d means a measure required to be completed before the initiation of a project, including\u2014\n(A) planning and community asset mapping;\n(B) training;\n(C) technical assistance and organizational development;\n(D) feasibility and market studies;\n(E) demonstration projects;
