requires:\n(1) The term \u201cincludes\u201d and variants thereof should be read as if the phrase \u201cbut is not limited to\u201d were also set forth.\n(2) The term \u201cProgram\u201d means the National Earthquake Hazards Reduction Program established under\nsection 7704 of this title\n(3) The term \u201cseismic\u201d and variants thereof mean having to do with, or caused by earthquakes.\n(4) The term \u201cState\u201d means each of the States of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, the Commonwealth of the Mariana Islands, and any other territory or possession of the United States.\n(5) The term \u201cUnited States\u201d means, when used in a geographical sense, all of the States as defined in paragraph (4).\n(6) The term \u201clifeline infrastructure\u201d means public works and utilities, including transportation facilities and infrastructure, oil and gas pipelines, electrical power and communication facilities and infrastructure, and water supply and sewage treatment facilities.\n(7) The term \u201cProgram agencies\u201d means the Federal Emergency Management Agency, the United States Geological Survey, the National Science Foundation, and the National Institute of Standards and Technology.\n(8) The term \u201cInteragency Coordinating Committee\u201d means the Interagency Coordinating Committee on Earthquake Hazards Reduction established under\nsection 7704(a) of this title\n(9) The term \u201cAdvisory Committee\u201d means the Advisory Committee established under\nsection 7704(a)(5) of this title\n(10) The term \u201ccommunity resilience\u201d means the ability of a community to prepare and plan for, absorb, recover from, and more successfully adapt to adverse seismic
