{"identifier":"/us/usc/t43/s3006","title":43,"num":"\u00a7\u202f3006.","heading":"Ensuring energy security","text":"\u00a7\u202f3006.\nEnsuring energy security\n(a)\nDefinitions\nIn this section:\n(1)\nFederal land\nThe term \u201cFederal land\u201d means public lands (as defined in\nsection 1702 of this title\n(2)\nOffshore lease sale\nThe term \u201coffshore lease sale\u201d means an oil and gas lease sale\u2014\n(A) that is held by the Secretary in accordance with the Outer Continental Shelf Lands Act (\n43 U.S.C. 1331\n(B) that, if any acceptable bids have been received for any tract offered in the lease sale, results in the issuance of a lease.\n(3)\nOnshore lease sale\nThe term \u201conshore lease sale\u201d means a quarterly oil and gas lease sale\u2014\n(A) that is held by the Secretary in accordance with\nsection 226 of title 30\n(B) that, if any acceptable bids have been received for any parcel offered in the lease sale, results in the issuance of a lease.\n(b)\nLimitation on issuance of certain leases or rights-of-way\nDuring the 10-year period beginning on\n(1) the Secretary may not issue a right-of-way for wind or solar energy development on Federal land unless\u2014\n(A) an onshore lease sale has been held during the 120-day period ending on the date of the issuance of the right-of-way for wind or solar energy development; and\n(B) the sum total of acres offered for lease in onshore lease sales during the 1-year period ending on the date of the issuance of the right-of-way for wind or solar energy development is not less than the lesser of\u2014\n(i) 2,000,000 acres; and\n(ii) 50 percent of the acreage for which expressions of interest have been submitted for lease sales during that period; and\n(2) the Secretary may not issue a lease for offshore wind development under section 8(p)(1)(C) of the Outer Continental Shelf Lands Act (\n(A) an offshore lease sale has been held during the 1-year period ending on the date of the issuance of the lease for offshore wind development;
