{"identifier":"/us/usc/t47/s1401","title":47,"num":"\u00a7\u202f1401.","heading":"Definitions","text":"\u00a7\u202f1401.\nDefinitions\nIn this chapter:\n(1)\n700 MHz band\nThe term \u201c700 MHz band\u201d means the portion of the electromagnetic spectrum between the frequencies from 698 megahertz to 806 megahertz.\n(2)\n700 MHz D block spectrum\nThe term \u201c700 MHz D block spectrum\u201d means the portion of the electromagnetic spectrum between the frequencies from 758 megahertz to 763 megahertz and between the frequencies from 788 megahertz to 793 megahertz.\n(3)\nAppropriate committees of Congress\nExcept as otherwise specifically provided, the term \u201cappropriate committees of Congress\u201d means\u2014\n(A) the Committee on Commerce, Science, and Transportation of the Senate; and\n(B) the Committee on Energy and Commerce of the House of Representatives.\n(4)\nAssistant Secretary\nThe term \u201cAssistant Secretary\u201d means the Assistant Secretary of Commerce for Communications and Information.\n(5)\nBoard\nThe term \u201cBoard\u201d means the Board of the First Responder Network Authority established under\nsection 1424(b) of this title\n(6)\nBroadcast television licensee\nThe term \u201cbroadcast television licensee\u201d means the licensee of\u2014\n(A) a full-power television station; or\n(B) a low-power television station that has been accorded primary status as a Class A television licensee under section 73.6001(a) of title 47, Code of Federal Regulations.\n(7)\nBroadcast television spectrum\nThe term \u201cbroadcast television spectrum\u201d means the portions of the electromagnetic spectrum between the frequencies from 54 megahertz to 72 megahertz, from 76 megahertz to 88 megahertz, from 174 megahertz to 216 megahertz, and from 470 megahertz to 698 megahertz.\n(8)\nCommercial mobile data service\nThe term \u201ccommercial mobile data service\u201d means any mobile service (as defined in\n(A) a data service;\n(B) provided for profit; and\n(C) available to the public or such classes of eligible users as to be effectively available to a substantial portion of the public, as specified by regulation by the Commission.\n(9)\nCommercial mobile service\nThe term \u201ccommercial mobile service\u201d has the meaning given such term in\nsection 332 of this title\n(10)\nCommercial standards\nThe term \u201ccommercial standards\u201d means the technical standards followed by the commercial mobile service and commercial mobile data service industries for network, device, and Internet Protocol connectivity. Such term includes standards developed by the Third Generation Partnership Project (3GPP), the Institute of Electrical and Electronics Engineers (IEEE), the Alliance for Telecommunications Industry Solutions (ATIS), the Internet Engineering Task Force (IETF), and the International Telecommunication Union (ITU).\n(11)\nCommission\nThe term \u201cCommission\u201d means the Federal Communications Commission.\n(12)\nCore network\nThe term \u201ccore network\u201d means the core network described in\nsection 1422(b)(1) of this title\n(13)\nEmergency call\nThe term \u201cemergency call\u201d means any real-time communication with a public safety answering point or other emergency management or response agency, including\u2014\n(A) through voice, text, or video and related data; and\n(B) nonhuman-initiated automatic event alerts, such as alarms, telematics, or sensor data, which may also include real-time voice, text, or video communications.\n(14)\nExisting public safety broadband spectrum\nThe term \u201cexisting public safety broadband spectrum\u201d means the portion of the electromagnetic spectrum between the frequencies\u2014\n(A) from 763 megahertz to 768 megahertz;\n(B) from 793 megahertz to 798 megahertz;\n(C) from 768 megahertz to 769 megahertz; and\n(D) from 798 megahertz to 799 megahertz.\n(15)\nFirst Responder Network Authority\nThe term \u201cFirst Responder Network Authority\u201d means the First Responder Network Authority established under\nsection 1424 of this title\n(16)\nForward auction\nThe term \u201cforward auction\u201d means the portion of an incentive auction of broadcast television spectrum under\nsection 1452(c) of this title\n(17)\nIncentive auction\nThe term \u201cincentive auction\u201d means a system of competitive bidding under subparagraph (G) of\nsection 309(j)(8) of this title\n(18)\nInteroperability Board\nThe term \u201cInteroperability Board\u201d means the Technical Advisory Board for First Responder Interoperability established under\nsection 1423 of this title\n(19)\nMultichannel video programming distributor\nThe term \u201cmultichannel video programming distributor\u201d has the meaning given such term in\nsection 522 of this title\n(20)\nNarrowband spectrum\nThe term \u201cnarrowband spectrum\u201d means the portion of the electromagnetic spectrum between the frequencies from 769 megahertz to 775 megahertz and between the frequencies from 799 megahertz to 805 megahertz.\n(21)\nNationwide public safety broadband network\nThe term \u201cnationwide public safety broadband network\u201d means the nationwide, interoperable public safety broadband network described in\nsection 1422 of this title\n(22)\nNext Generation 9\u20131\u20131 services\nThe term \u201cNext Generation 9\u20131\u20131 services\u201d means an IP-based system comprised of hardware, software, data, and operational policies and procedures that\u2014\n(A) provides standardized interfaces from emergency call and message services to support emergency communications;\n(B) processes all types of emergency calls, including voice, text, data, and multimedia information;\n(C) acquires and integrates additional emergency call data useful to call routing and handling;\n(D) delivers the emergency calls, messages, and data to the appropriate public safety answering point and other appropriate emergency entities;\n(E) supports data or video communications needs for coordinated incident response and management;
