{"identifier":"/us/usc/t47/s641","title":47,"num":"\u00a7\u202f641.","heading":"Definitions","text":"\u00a7\u202f641.\nDefinitions\nIn this subchapter:\n(1)\nBroadband internet access service\nThe term \u201cbroadband internet access service\u201d has the meaning given the term in section 8.1(b) of title 47, Code of Federal Regulations, or any successor regulation.\n(2)\nBroadband map\nThe term \u201cBroadband Map\u201d means the map created by the Commission under\nsection 642(c)(1)(A) of this title\n(3)\nCell edge probability\nThe term \u201ccell edge probability\u201d means the likelihood that the minimum threshold download and upload speeds with respect to broadband internet access service will be met or exceeded at a distance from a base station that is intended to indicate the ultimate edge of the coverage area of a cell.\n(4)\nCell loading\nThe term \u201ccell loading\u201d means the percentage of the available air interface resources of a base station that are used by consumers with respect to broadband internet access service.\n(5)\nClutter\nThe term \u201cclutter\u201d means a natural or man-made surface feature that affects the propagation of a signal from a base station.\n(6)\nFabric\nThe term \u201cFabric\u201d means the Broadband Serviceable Location Fabric established under\nsection 642(b)(1)(B) of this title\n(7)\nForm 477\nThe term \u201cForm 477\u201d means Form 477 of the Commission relating to local telephone competition and broadband reporting.\n(8)\nIndian Tribe\nThe term \u201cIndian Tribe\u201d has the meaning given the term \u201cIndian tribe\u201d in\nsection 5304 of title 25\n(9)\nMobility Fund Phase II\nThe term \u201cMobility Fund Phase II\u201d means the second phase of the proceeding to provide universal service support from the Mobility Fund (WC Docket No. 10\u201390; WT Docket No. 10\u2013208).\n(10)\nPropagation model\nThe term \u201cpropagation model\u201d means a mathematical formulation for the characterization of radio wave propagation as a function of frequency, distance, and other conditions.\n(11)\nProvider\nThe term \u201cprovider\u201d means a provider of fixed or mobile broadband internet access service.\n(12)\nQuality of service\nThe term \u201cquality of service\u201d means, with respect to broadband internet access service, the download and upload speeds (and, for relevant services, latency) with respect to that service, as determined by, and to the extent otherwise collected by, the Commission.\n(13)\nShapefile\nThe term \u201cshapefile\u201d means a digital storage format containing geospatial or location-based data and attribute information\u2014\n(A) regarding the availability of broadband internet access service; and\n(B) that can be viewed, edited, and mapped in geographic information system software.\n(14)\nStandard broadband installation\nThe term \u201cstandard broadband installation\u201d\u2014\n(A) means the initiation by a provider of fixed broadband internet access service in an area in which the provider has not previously offered that service, with no charges or delays attributable to the extension of the network of the provider;
