{"identifier":"/us/usc/t48/s1492a","title":48,"num":"\u00a7\u202f1492a.","heading":"Study of electric rates in the insular areas","text":"\u00a7\u202f1492a.\nStudy of electric rates in the insular areas\n(a)\nDefinitions\nIn this section:\n(1)\nComprehensive energy plan\nThe term \u201ccomprehensive energy plan\u201d means a comprehensive energy plan prepared and updated under subsections (c) and (e) of\nsection 1492 of this title\n(2)\nEnergy action plan\nThe term \u201cenergy action plan\u201d means the plan required by subsection (d).\n(3)\nFreely Associated States\nThe term \u201cFreely Associated States\u201d means the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau.\n(4)\nInsular areas\nThe term \u201cinsular areas\u201d means American Samoa, the Commonwealth of the Northern Mariana Islands, Puerto Rico, Guam, and the Virgin Islands.\n(5)\nSecretary\nThe term \u201cSecretary\u201d means the Secretary of the Interior, except that, with respect to Puerto Rico, the term means, the Secretary of Energy.\n(6)\nTeam\nThe term \u201cteam\u201d means the team established by the Secretary under subsection (b).\n(b)\nEstablishment\nNot later than 180 days after\n(1) to develop an energy action plan addressing the energy needs of each of the insular areas and Freely Associated States; and\n(2) to assist each of the insular areas and Freely Associated States in implementing such plan.\n(c)\nParticipation of regional utility organizations\nIn establishing the team, the Secretary shall consider including regional utility organizations.\n(d)\nEnergy action plan\nIn accordance with subsection (b), the energy action plan shall include\u2014\n(1) recommendations, based on the comprehensive energy plan where applicable, to\u2014\n(A) reduce reliance and expenditures on fuel shipped to the insular areas and Freely Associated States from ports outside the United States;\n(B) develop and utilize domestic fuel energy sources; and\n(C) improve performance of energy infrastructure and overall energy efficiency;\n(2) a schedule for implementation of such recommendations and identification and prioritization of specific projects;\n(3) a financial and engineering plan for implementing and sustaining projects;
