{"identifier":"/us/usc/t49/s311","title":49,"num":"\u00a7\u202f311.","heading":"Congressional notification requirements","text":"\u00a7\u202f311.\nCongressional notification requirements\n(a)\nIn General.\u2014\nExcept as provided in subsection (b) or as expressly provided in another provision of law, the Secretary of Transportation shall provide to the appropriate committees of Congress notice of an announcement concerning a covered project at least 3 full business days before the announcement is made by the Department.\n(b)\nEmergency Program.\u2014\nWith respect to an allocation of funds under\n(1) at least 3 full business days before the issuance of the allocation; or\n(2) concurrently with the issuance of the allocation, if the allocation is made using the quick release process of the Department (or any successor process).\n(c)\nDefinitions.\u2014\nIn this section, the following definitions apply:\n(1)\nAppropriate committees of congress.\u2014\nThe term \u201cappropriate committees of Congress\u201d means\u2014\n(A) the Committee on Transportation and Infrastructure of the House of Representatives;
