{"identifier":"/us/usc/t5/s5701","title":5,"num":"\u00a7\u202f5701.","heading":"Definitions","text":"\u00a7\u202f5701.\nDefinitions\nExcept as otherwise provided in section 5707(d),\n(1) \u201cagency\u201d means\u2014\n(A) an Executive agency;\n(B) a military department;\n(C) an office, agency, or other establishment in the legislative branch;\n(D) an office, agency, or other establishment in the judicial branch; and\n(E) the government of the District of Columbia;\nbut does not include\u2014\n(i) a Government controlled corporation;\n(ii) a Member of Congress; or\n(iii) an office or committee of either House of Congress or of the two Houses;\n(2) \u201cemployee\u201d means an individual employed in or under an agency including an individual employed intermittently in the Government service as an expert or consultant and paid on a daily when-actually-employed basis and an individual serving without pay or at $1 a year;\n(3) \u201csubsistence\u201d means lodging, meals, and other necessary expenses for the personal sustenance and comfort of the traveler;\n(4) \u201cper diem allowance\u201d means a daily payment instead of actual expenses for subsistence and fees or tips to porters and stewards;\n(5) \u201cGovernment\u201d means the Government of the United States and the government of the District of Columbia;
