{"identifier":"/us/usc/t50/s3527","title":50,"num":"\u00a7\u202f3527.","heading":"Chaplain Corps and Chief of Chaplains","text":"\u00a7\u202f3527.\nChaplain Corps and Chief of Chaplains\n(a)\nEstablishment of Chaplain Corps\nThere is in the Agency a Chaplain Corps, which shall provide spiritual and religious pastoral services and care across all components of the Agency for employees of all faiths and non-faiths.\n(b)\nChief of Chaplains\n(1)\nIn general\nThe head of the Chaplain Corps shall be the Chief of Chaplains, who shall be appointed by the Director.\n(2)\nReporting\nThe Chief of Chaplains shall report directly to the Director.\n(3)\nDuties\nThe Chief of Chaplains shall\u2014\n(A) oversee the Chaplain Corps; and\n(B) be the proponent for, and consult with the Director on\u2014\n(i) all guidance pertaining to chaplains\u2019 care;\n(ii) programming and instruction; and\n(iii) any policy or guidance pertaining to religion or religious accommodation.\n(4)\nConsultation\nAll appropriate offices of the Agency shall consult with the Chief of Chaplains on best practices to implement guidance or policy pertaining to religion or religious accommodation.\n(c)\nServices\nChaplains of the Chaplain Corps shall\u2014\n(1) be located at the headquarters building of the Agency; and\n(2) travel as necessary to provide services to personnel of the Agency.\n(d)\nStaff\n(1)\nMinimum staffing level\nThe Chaplain Corps shall be composed of not less than 6 chaplains, of which\u2014\n(A) not less than 3 shall be full-time staff employees of the Agency; and\n(B) not less than 3 shall be government contractors.\n(2)\nVacancies\nThe Director shall expeditiously fill any vacancies.\n(3)\nExclusive role\nA chaplain of the Chaplain Corps shall serve exclusively in the chaplain\u2019s role in the Chaplain Corps.\n(4)\nAppointment; compensation\nThe Director may appoint and fix the compensation of such chaplains of the Chaplain Corps as the Director considers appropriate, except that the Director may not provide basic pay to any chaplain of the Chaplain Corps at an annual rate of basic pay in excess of the maximum rate of basic pay for grade GS\u201315 of the General Schedule under\nsection 5332 of title 5\n(e)\nAdministration\nThe Director shall\u2014\n(1) provide security clearances, including one-time read-ins, to chaplains of the Chaplain Corps to ensure that personnel of the Agency can seek unrestricted chaplaincy counseling;
