Astronomy Awards\n(a)\nShort Title.\u2014\nThis section may be cited as the \u201cCharles \u2018Pete\u2019 Conrad Astronomy Awards Act\u201d.\n(b)\nDefinitions.\u2014\nIn this section:\n(1)\nAmateur astronomer.\u2014\nThe term \u201camateur astronomer\u201d means an individual whose employer does not provide any funding, payment, or compensation to the individual for the observation of asteroids and other celestial bodies, and does not include any individual employed as a professional astronomer.\n(2)\nMinor planet center.\u2014\nThe term \u201cMinor Planet Center\u201d means the Minor Planet Center of the Smithsonian Astrophysical Observatory.\n(3)\nNear-earth asteroid.\u2014\nThe term \u201cnear-Earth asteroid\u201d means an asteroid with a perihelion distance of less than 1.3 Astronomical Units from the Sun.\n(4)\nProgram.\u2014\nThe term \u201cProgram\u201d means the Charles \u201cPete\u201d Conrad Astronomy Awards Program established under subsection (c).\n(c)\nCharles \u201cPete\u201d Conrad Astronomy Awards Program.\u2014\n(1)\nIn general.\u2014\nThe Administrator shall establish the Charles \u201cPete\u201d Conrad Astronomy Awards Program.\n(2)\nAwards.\u2014\nThe Administrator shall make awards under the Program based on the recommendations of the Minor Planet Center.\n(3)\nAward categories.\u2014\nThe Administrator shall make one annual award, unless there are no eligible discoveries or contributions, for each of the following categories:\n(A)\nDiscovery of brightest near-earth asteroid.\u2014\nThe amateur astronomer or group of amateur astronomers who in the preceding calendar year discovered the intrinsically brightest near-Earth asteroid among the near-Earth asteroids that were discovered during that year by amateur astronomers or groups of amateur astronomers.\n(B)\nGreatest contribution to cataloguing near-earth asteroids.\u2014\nThe amateur astronomer or group of amateur astronomers who made the greatest contribution to the Minor Planet Center\u2019s mission of cataloguing near-Earth asteroids during the preceding year.\n(4)\nAward amount.\u2014\nAn award under the Program shall be in the amount of $3,000.\n(5)\nGuidelines.\u2014\n(A)\nCitizen or permanent resident.\u2014\nNo individual who is not a citizen or permanent resident of the United States at the time of the individual\u2019s discovery or contribution may receive an award under this section.\n(B)\nFinality.\u2014\nThe decisions of the Administrator in making awards under this section are
