apply:\n(1)\nAdministrator\nThe term \u201cAdministrator\u201d means the Administrator of the Federal Emergency Management Agency.\n(2)\nAppropriate committees of Congress\nThe term \u201cappropriate committees of Congress\u201d means\u2014\n(A) the Committee on Homeland Security and Governmental Affairs of the Senate; and\n(B) those committees of the House of Representatives that the Speaker of the House of Representatives determines appropriate.\n(3)\nCritical infrastructure sectors\nThe term \u201ccritical infrastructure sectors\u201d means the following sectors, in both urban and rural areas:\n(A) Agriculture and food.\n(B) Banking and finance.\n(C) Chemical industries.\n(D) Commercial facilities.\n(E) Commercial nuclear reactors, materials, and waste.\n(F) Dams.\n(G) The defense industrial base.\n(H) Emergency services.\n(I) Energy.\n(J) Government facilities.\n(K) Information technology.\n(L) National monuments and icons.\n(M) Postal and shipping.\n(N) Public health and health care.\n(O) Telecommunications.\n(P) Transportation systems.\n(Q) Water.\n(4)\nDirectly eligible tribe\nThe term \u201cdirectly eligible tribe\u201d means\u2014\n(A) any Indian tribe\u2014\n(i) that is located in the continental United States;\n(ii) that operates a law enforcement or emergency response agency with the capacity to respond to calls for law enforcement or emergency services;\n(iii)\n(I) that is located on or near an international border or a coastline bordering an ocean (including the Gulf of Mexico) or international waters;\n(II) that is located within 10 miles of a system or asset included on the prioritized critical infrastructure list established under\nsection 664(a)(2) of this title\n(III) that is located within or contiguous to 1 of the 50 most populous metropolitan statistical areas in the United States; or\n(IV) the jurisdiction of which includes not less than 1,000 square miles of Indian country, as that term is defined in\nsection 1151 of title 18\n(iv) that certifies to the Secretary that a State has not provided funds under section 604 or 605 of this title to the Indian tribe or consortium of Indian tribes for the purpose for which direct funding is sought; and\n(B) a consortium of Indian tribes, if each tribe satisfies the requirements of subparagraph (A).\n(5)\nEligible metropolitan area\nThe term \u201celigible metropolitan area\u201d means any of the 100 most populous metropolitan statistical areas in the United States.\n(6)\nHigh-risk urban area\nThe term \u201chigh-risk urban area\u201d means a high-risk urban area designated under\nsection 604(b)(3)(A) of this title\n(7)\nIndian tribe\nThe term \u201cIndian tribe\u201d has the meaning given that term in\nsection 5304(e) of title 25\n(8)\nMetropolitan statistical area\nThe term \u201cmetropolitan statistical area\u201d means a metropolitan statistical area, as defined by the Office of Management and Budget.\n(9)\nNational Special Security Event\nThe term \u201cNational Special Security Event\u201d means a designated event that, by virtue of its political, economic, social, or religious significance, may be the target of terrorism or other criminal activity.\n(10)\nPopulation\nThe term \u201cpopulation\u201d means population according to the most recent United States census population estimates available at the start of the relevant fiscal year.\n(11)\nPopulation density\nThe term \u201cpopulation density\u201d means population divided by land area in square miles.\n(12)\nQualified intelligence analyst\nThe term \u201cqualified intelligence analyst\u201d means an intelligence analyst (as that term is defined in\n(A) who has successfully completed training to ensure baseline proficiency in intelligence analysis and production, as determined by the Secretary, which may include training using a curriculum developed under\nsection 124f of this title\n(B) whose experience ensures baseline proficiency in intelligence analysis and production equivalent to the training required under subparagraph (A), as determined by the Secretary.\n(13)\nTarget capabilities\nThe term \u201ctarget capabilities\u201d means the target capabilities for Federal, State, local, and tribal government preparedness for which guidelines are required to be established under\nsection 746(a) of this title\n(14)\nTribal government\nThe term \u201ctribal government\u201d means the government of an Indian
