{"identifier":"/us/usc/t6/s701","title":6,"num":"\u00a7\u202f701.","heading":"Definitions","text":"\u00a7\u202f701.\nDefinitions\nIn this title\u2014\n(1) the term \u201cAdministrator\u201d means the Administrator of the Agency;\n(2) the term \u201cAgency\u201d means the Federal Emergency Management Agency;\n(3) the term \u201cappropriate committees of Congress\u201d means\u2014\n(A) the Committee on Homeland Security and Governmental Affairs of the Senate; and\n(B) those committees of the House of Representatives that the Speaker of the House of Representatives determines appropriate;\n(4) the term \u201ccatastrophic incident\u201d means any natural disaster, act of terrorism, or other man-made disaster that results in extraordinary levels of casualties or damage or disruption severely affecting the population (including mass evacuations), infrastructure, environment, economy, national morale, or government functions in an area;\n(5) the term \u201cDepartment\u201d means the Department of Homeland Security;\n(6) the terms \u201cemergency\u201d and \u201cmajor disaster\u201d have the meanings given the terms in\nsection 5122 of title 42\n(7) the term \u201cemergency management\u201d means the governmental function that coordinates and integrates all activities necessary to build, sustain, and improve the capability to prepare for, protect against, respond to, recover from, or mitigate against threatened or actual natural disasters, acts of terrorism, or other man-made disasters;\n(8) the term \u201cemergency response provider\u201d has the meaning given the term in\nsection 101 of this title\n(9) the term \u201cFederal coordinating officer\u201d means a Federal coordinating officer as described in\nsection 5143 of title 42\n(10) the term \u201cindividual with a disability\u201d has the meaning given the term in\nsection 12102 of title 42\n(11) the terms \u201clocal government\u201d and \u201cState\u201d have the meaning given the terms in\nsection 101 of this title\n(12) the term \u201cNational Incident Management System\u201d means a system to enable effective, efficient, and collaborative incident management;\n(13) the term \u201cNational Response Plan\u201d means the National Response Plan or any successor plan prepared under\nsection 314(a)(6) of this title\n(14) the term \u201cSecretary\u201d means the Secretary of Homeland Security;\n(15) the term \u201csurge capacity\u201d means the ability to rapidly and substantially increase the provision of search and rescue capabilities, food, water, medicine, shelter and housing, medical care, evacuation capacity, staffing (including disaster assistance employees), and other resources necessary to save lives and protect property during a catastrophic incident;
