means the Secretary of Agriculture or any other officer or employee of the Department of Agriculture to whom there has heretofore been delegated, or to whom there may hereafter be delegated, the authority to act in his stead.\n(b) The term \u201cperson\u201d means any individual, group of individuals, partnership, corporation, association, cooperative, or any other entity.\n(c) The term \u201ccommercial eggs\u201d or \u201ceggs\u201d means eggs from domesticated chickens which are sold for human consumption either in shell egg form or for further processing into egg products.\n(d) The term \u201chen\u201d or \u201claying hen\u201d means a domesticated female chicken twenty weeks of age or over, raised primarily for the production of commercial eggs.\n(e) The term \u201cegg producer\u201d means the person owning laying hens engaged in the production of commercial eggs.\n(f) The term \u201ccase\u201d means a standard shipping package containing thirty dozen eggs.\n(g) The term \u201chatching eggs\u201d means eggs intended for use by hatcheries for the production of baby chicks.\n(h) The term \u201cUnited States\u201d means the forty-eight contiguous States of the United States of America and the District of Columbia.\n(i) The term \u201cpromotion\u201d means any action, including paid advertising, to advance the image or desirability of eggs, egg products, spent fowl, or products of spent fowl.\n(j) The term \u201cresearch\u201d means any type of research to advance the image, desirability, marketability, production, or quality of eggs, egg products, spent fowl, or products of spent fowl.\n(k) The term \u201cconsumer education\u201d means any action to advance the image or desirability of eggs, egg products, spent fowl, or products of spent fowl.\n(l) The term \u201cmarketing\u201d means the sale or other disposition of commercial eggs, egg products, spent fowl, or products of spent fowl, in any channel of commerce.\n(m) The term \u201ccommerce\u201d means interstate, foreign, or intrastate commerce.\n(n) The term \u201cegg products\u201d means products produced, in whole or in part, from eggs.\n(o) The term \u201cspent fowl\u201d means hens which have been in production of commercial eggs and have been removed from such production for slaughter.\n(p) The term \u201cproducts of spent fowl\u201d means commercial products produced from spent fowl.\n(q) The term \u201chatchery operator\u201d means any person engaged in the production of egg-type baby chicks.\n(r) The term \u201cstarted pullet\u201d means a hen less than twenty weeks of age.\n(s) The term \u201cstarted pullet dealer\u201d means any person engaged in the sale of started pullets.\n(t) The term \u201chandler\u201d means any person, specified in the order or the rules and regulations issued thereunder, who receives or otherwise acquires eggs from an egg producer, and processes, prepares for marketing, or markets, such eggs, including eggs of his own
